History of the Permuted

As this roleplay is centered around a fictional city in an alternate U.S., this abridged timeline mainly focuses on permuted history in the U.S., and major international events. While based on true events, some names and historical references are fictional. Any resemblance to persons, living or deceased, is coincidental.

1968, March 8: The Violet Sun Radiation Event occurs for 32 hours, changing the DNA of those exposed to its rays. Emergency hotlines worldwide are overwhelmed with calls.
1968, April: The U.S. FBI’s counter-intelligence program, COINTELPRO, creates “Operation Mutagen” to target permuted individuals.
1971, March 8: The Citizens Commission exposes COINTELPRO; Operation Mutagen lives on as the Homeland Antigen Project (HAP).
1977, November 18: The Extraterrestrial Extinction Crisis wipes out almost 34% of the global population. Invictus and other permuted people fight off the alien invaders and save the world.
1977, November ~ December: Nation-wide protests in the United States pressure the U.S. government to re-assess the status of permuted people. This movement also echoes worldwide, causing sister movements in other continents.
1977, December 2: The U.S., Canada, and the U.K. drafts the International Authorized Lexicon (IAL), designating permuted people serving the community as “stewards” and banning the term “heroes” to prevent misuse. The proposal reaches the United Nations, which requires all members to sign.

Today, nearly every country has adopted the IAL, and “hero” must appear in quotation marks in publications.

1977, December 23: The United Nations drafts the Non-Proliferation of Permute Stewardship and the Treaty on the Prohibition of Permute Promulgation, both aimed at preventing countries to dispatch permuted people outside of domestic stewardship, and interfering with another nation’s permute jurisdiction.

Permuted stewards are exempt from military and law enforcement, and are subject to paying liability insurance for any damages occurred during stewardship.

1978, January 7: The HAP is replaced with the Federal Bureau of Altered Individuals (F.B.A.I.).
1978, January 21: The N.E.S.T. opens its doors with its first branch in Manhattan’s Lower East Side.
1978, June 3: The F.B.A.I. create the Permutation Rank Index and Crisis Level Scale, which applies a letter grade to the potency of an individual’s power and their ability to control said power; and a number indicator to distinguish the risk factor of dangerous entities.
1980, February 4: American police unions push for the Sectorized Patrol Act, which criminalizes any permuted individual from interfering with police work.
1980, February 26: The New Everwick Police Department raids several N.E.S.T. branches across the boroughs, including the main branch in the Lower East Side of Manhattan, on suspicions of housing wanted vigilantes. Many are arrested for resisting arrest, and locations are shut down during the investigation. No evidence of vigilantism has been found.
1980, March 24: The Supreme Court of the U.S. reviews the Bainsley v. Delaware Lumber case, where a man sued his employer for hiring a permuted individual to replace his position, citing preferential treatment and discriminatory practice. The court votes 7-2 in favor of Bainsley, and sends ripple effects throughout the U.S. and the world.

Employers must now disclose how many permuted employees they have, and can be fined based on their numbers. Permuted Rights Activists denounce this ruling as bigotry, and have been rallying against it ever since.
